During the last few weeks, both the quality and quantity of effort and initiative that has arisen to counter ARMC's growth plan has given us hope that our efforts will ultimately be successful. In order to channel this outpouring of energy efficiently, officers of the King Avenue, Cobbham, Oglethorpe, and Boulevard neighborhood associations have been working together to streamline and formalize the organizational structure of Citizens for Healthy Neighborhoods (CHN). This process was time consuming, and characterized by a great deal of discussion and negotiation, but the following structure was ultimately voted upon and adopted (with the caveat that the structure could be adapted later):
As an umbrella group of neighborhood associations, CHN offers two levels of membership based solely upon participation: full membership and consulting membership. Because these levels are based on participation, a consulting membership can be upgraded to full membership if participation by a particular neighborhood increases. The most active neighborhood associations to this point, King , Cobbham, Oglethorpe, and Boulevard, are currently full members. Holman-Sunset, Pulaski Heights, and Five Points are consulting members.
CHN will have two official bodies and identified committees with chairs. The official bodies will be a steering committee which will be made up of at least one of each elected office (chair, secretary, treasurer) and up to three representatives and one alternate from each full member organization, and at least one member from each consulting member organization. The steering committee will direct committees and be responsible for taking information from CHN to their individual neighborhood organizations and returning with input and direction from their group. Any consulting member group having increased representation on a regular basis may have full member status.
The executive committee will consist of at least one of each elected office and one full member representative from each neighborhood representatives on the steering committee (7-10 members). The representative from each organization sitting on the executive committee may alternate as needed, remembering that consistency is good for the group. The executive board will approve policy, define goals, clear press releases and function as the voting body and contact group for Athens Regional Medical Center and the Athens-Clarke County Unified Government. This body may vote whenever there is a quorum, and it will receive its directives from the steering committee.

Note: Taking the advice of our Boulevard members, there are 2 people for each office. Since this could be a long battle and individual officers may have conflicting obligations, this structure will allow officers to rotate duties as needed.
