RECOMMENDATION OF THE PROGRAMS AND FACILITIES COMMITTEE
TO THE HOSPITAL AUTHORITY OF CLARKE COUNTY, GEORGIA
DATED SEPTEMBER 27, 1999
Based on discussions and consensus of the Community Advisory Committee, the
Programs and Facilities Committee recommends the following resolution to the
Hospital Authority of Clarke County, Georgia relative to the Land Use Master
Plan as prepared by EDAW in the boundary map attached as exhibit "A". This resolution
seeks to recognize the good faith proceedings that occurred within the Community
Advisory Committee during the summer of 1999; and acknowledges a future expansion
that successfully marries the principles of healthy neighborhoods, civic responsibilities
and excellence in health care, as well as a commitment from our neighbors to
maintain a vibrant, safe, and attractive neighborhood surrounding Athens Regional
Medical Center (ARMC).
- Main Campus Boundaries:
- Northern Boundaries - The northern boundaries are to be held by Prince
Avenue.
- Eastern Boundaries - It is our intent that there be no further acquisition
of properties along King Avenue, adjacent to and facing the Athens Regional
Medical Center. For the main campus area, the eastern boundaries will remain
on the west side of King Avenue and extend south of Prince through 256 King
Avenue. (Trusso Property boundaries are addressed in item #2)
- Southern Boundaries - The southern boundaries extend from 256 King Avenue
running west to include 265, 275, 285, 295, and 333 Talmadge Drive properties.
- Western Boundaries - The western boundaries run northwest on Sylvan Road,
to the intersection of Sylvan and Pine Needle Drive, extending along 190
Pine Needle Drive, thence along the connecting alley south of 187 Georgia
Avenue, thence traveling north along Georgia Avenue to the southern boundaries
of the ARMC property along Georgia Avenue, thence along the westerly boundary
lines of the ARMC property to 1937 Prince Avenue, thence north along Oglethorpe
Avenue to its intersection with Prince Avenue.
The "Main Campus" being more particularly described as attached Exhibit
"A" according to that certain drawing prepared by EDAW, dated September 27,
1999, labeled exhibit "A", attached hereto and made a part hereof.
- Trusso Property: Boundaries regarding the industrial property known as
the "Trusso Property" will be confined to the property currently owned by
the Hospital Authority. Further acquisition of properties adjacent to the
Trusso area is deferred until there is more information regarding plans for
development of the property. King, Plaza, Hillcrest and Matthews residents,
as well as other appropriate community and neighborhood representatives, will
be invited to become involved in the input and review process for development
of this area.
- Expansion Across Prince Avenue: It is understood that
the Authority and ARMC will consider future expansion by Athens Regional Medical
Center in the commercial zoned area on the north side of Prince Avenue which
is and would be endorsed by the neighborhood.
- Residential Properties Outside Boundaries: It is understood
that residential properties located outside the boundaries illustrated in
exhibit "A" will be sold for residential use.
- Residential Properties Within Boundaries: It is understood
that residential and commercial properties located within the boundaries illustrated
in exhibit "A" when owned by Athens Regional Medical Center, will be considered
for lease until said properties are needed for expansion and provided it is
financially viable.
- Oglethorpe Avenue: ARMC agrees not to purchase residential
properties along Oglethorpe Avenue.
- Commercial Property on Southeast Quadrant of Prince and Oglethorpe: If and
when a medical building is constructed on the commercial property in the southeastern
quadrant of Prince and Oglethorpe, ARMC will endeavor to include commercial
space at the pedestrian level and ensure that the architecture of the structure
is complementary to Normaltown retail properties.
- Preservation: ARMC has proven itself to be conscientious in the preservation
and incorporation of historically significant properties within its campus.
Therefore, ARMC recommends the preservation of the Spanish-eclectic gas station
building currently located on the southeast corner of the Oglethorpe and Prince
Avenue intersection.
- Traffic Calming: ARMC will continue to work closely with the Athens-Clarke
County Unified Government in seeking solutions to calm traffic and encourage
a safe and attractive environment for ARMC's neighbors and patients. Relative
to this endeavor, ARMC will redesign the current curb-cut on King Avenue next
to the Physicians Imaging Center to allow a new access road according to traffic
calming principles.
- Stormwater Retention: In order to meet the current government regulations regarding
storm water retention, inclusion of 285, 295, and 333 Talmadge Drive properties in the
Land Use Master Plan is necessary. ARMC will continue to pursue and incorporate the
most innovative and efficient methods of water management.
- Incorporation in Athens-Clarke County Land-Use Plan: It is recommended that
Athens Regional Medical Center's Land Use Master Plan (exhibit "A") be included in the
Athens-Clarke County Comprehensive Land-Use Plan.
- Buffers: Athens Regional Medical Center will continue to employ the highest standards
for excellence in landscaping around its grounds, as well as incorporate substantive and
attractive buffers between the campus and the neighboring properties.
- Building Design: New facilities and parking areas will be designed to visually integrate
into the neighborhood including attention to scale and compatible materials.
- Continuing Communication: ARMC will continue a dialogue with the community on
issues of mutual concern through scheduled sessions with the Programs and Facilities
Committee.
